Rebecca Naser, PhD, is a partner with Hart Research who has more than three decades’ experience in the fields of public policy and research. With a deep understanding of both qualitative and quantitative research methodologies, Rebecca has dedicated her career to delivering actionable strategic insights to help her clients achieve their objectives and advance their missions.

Rebecca is highly skilled at managing research efforts to develop strategic communications campaigns targeted at a range of stakeholder audiences, including policymakers and influencers, donors and supporters, voters, and the media. She has conducted research on behalf of a broad spectrum of clients, including nonprofit and advocacy organizations, foundations, trade associations, labor unions, private corporations, and state and local governments.

Rebecca has a special passion for projects that promote social justice and equity. She earned her PhD and MA in sociology, with a concentration in social inequality and urban sociology from Howard University. Prior to joining Hart Research, Rebecca was a senior researcher on the Urban Institute’s groundbreaking study of prisoner reentry in America, entitled Returning Home: Understanding the Challenges of Prisoner Reentry, the first-ever longitudinal study of men and women returning home after incarceration.
